Oregon residents and Concordia University Wisconsin's nurse practitioner programs
Oregon nurses reading Concordia University Wisconsin's disclosure will find their state marked as not meeting requirements in the primary care MSN table, in both DNP tables and in both CAGE certificate tables, with no Oregon entry at all for the PMHNP MSN or DNP. Oregon showed up on CUW's program pages before the table caught up: archived MSN pages from 2022 and 2024 counted it among states CUW was not enrolling from, while the disclosure of that period gave Oregon a Meets for the MSN and each DNP until August 2024. The 2022 Post-MSN DNP page, oddly, left Oregon off. Every state's row is compared on our licensure disclosure page.
Oregon's board and schools from other states
Oregon is relaxed about graduate NP placements from elsewhere. Its Board's APRN FAQ asks whether an out-of-state APRN program must be approved before placing students there, and the answer is no. The notice Oregon still collects, under OAR chapter 851, division 21, comes from PN and RN programs based elsewhere, once per track and again each year; the Board says advanced practice programs are exempt.
It was stricter until mid-2021. A rule in OAR chapter 851, division 50 made NP students in non-Oregon graduate programs get Board authorization before an Oregon practicum; it was repealed effective July 1, 2021. Two expectations remain: the Board wants anyone teaching in Oregon licensed there as a nurse, and wants a school authorized, through Oregon's Higher Education Coordinating Commission or through NC-SARA, before it enrolls Oregon residents. Full practice, and the systems Oregon students name
AANP files Oregon under full practice, meaning an Oregon NP evaluates, diagnoses and prescribes on the state license alone, with no physician agreement behind it. No Oregon preceptor incentive is on record.
The Portland-Vancouver-Hillsboro metro counts about two million residents on its Oregon side; Salem comes next, then Eugene-Springfield, with Bend fourth. Oregon Health & Science University is the academic anchor; Legacy Health, Providence (based in Renton, Washington), Samaritan Health Services and Kaiser Permanente's Northwest region round out the big names, and each one decides student rotations under its own policy.
Outside the compact: where a Wisconsin RN license stops
The Nurse Licensure Compact map shows Oregon outside it, with no bill pending. A multistate RN license from Wisconsin, or from anywhere else, gives you nothing in Oregon, and an Oregon RN license is good only at home. Nor has Oregon adopted the APRN Compact, a separate pact still short of the states it needs to start.
CUW asks MSN, DNP and CAGE students to hold an unencumbered RN license throughout, but no CUW page names the clinical state's license as a requirement. Oregon's position outside the compact makes that question sharper; start with your RN license for CUW clinicals and then ask the Graduate Clinical Coordinator.
Across the Columbia, and our part
Portland's metro runs north into Vancouver, and Washington reads differently in CUW's table: Meets for the MSN and the Post-MSN DNP, Does Not Meet for the Post-BSN DNP and the certificates. CUW's FNP and AGPCNP pages go further, saying CUW holds a Washington approval, from the Nursing Care Quality Assurance Commission, to run practice experiences in that state for those tracks. Does CUW's online AGPCNP lead to an Oregon NP license?
The primary care MSN table, home of the AGPCNP and FNP tracks, lists Oregon under Does Not Meet in CUW's current disclosure. If you want to practice in Oregon, get CUW's position in writing before you apply.
Must Oregon's board approve CUW before I train in Oregon?
Oregon's Board says an out-of-state APRN program needs no approval to place students, and its yearly notice applies to pre-licensure programs. That settles only the board step. With CUW's table marking Oregon as not meeting, talk to the Graduate Clinical Coordinator before lining up an Oregon preceptor.
Can my Wisconsin multistate RN license cover clinicals in Portland?
Not on the Oregon side. Oregon sits outside the compact, so a license from Wisconsin buys no privilege there; whether student clinical work there needs an Oregon license is for the Oregon State Board of Nursing and CUW to answer. Vancouver is in Washington, which has its own rules and its own CUW row.
Is CUW's PMHNP certificate an option for Oregon?
The CAGE (PMH NP) table places Oregon under Does Not Meet, matching the other graduate tables. The PMHNP MSN and PMHNP DNP have no table at all, so CUW has published nothing for Oregon on either. Before relying on any PMHNP route for Oregon practice, ask CUW directly and keep the reply.
