CUW's licensure disclosure: which states each nursing program meets
Concordia University Wisconsin's Distance Education Disclosures page sorts every state into "Meets Requirements" or "Does Not Meet Requirements" for each nursing program. The MSN primary care NP table meets in 26 states and misses in 24, the doctoral and certificate tables drop one or two more, and three programs (the PMHNP MSN, the PMHNP DNP and the Direct Entry MSN) have no table at all. Read your own program's row before you enroll, relocate or plan clinicals across a state line.

What the disclosure page is
The page belongs to CUW's compliance office and exists because federal rules on certification procedures and state authorization of distance education call for it. Each School of Nursing program gets its own two-column table, and every state name links to that state's nursing board. CUW's program pages point students to it as the list of states where CUW is "currently approved to meet online education for licensure requirements."
The page shows no date. Read on September 26, 2026, the server reported a last change on August 3, 2026, and the nursing tables matched every archived copy back to August 14, 2024, so the nursing rows have held for about two years.
Keep one distinction in mind. A "Meets" entry is about licensure in that state. Where you may log clinical hours is a separate question with its own rules, covered on clinicals outside Wisconsin.
The nursing tables side by side
The counts below use the 50 states only; CUW's tables also list Washington, D.C. and the territories. The graduate tables share one core list and then differ in a handful of states.

Twenty-three states appear under "Meets" in all five graduate NP tables: Arkansas, Colorado, Florida, Idaho, Illinois, Indiana, Iowa, Kansas, Maine, Michigan, Minnesota, Missouri, Montana, Nevada, New Hampshire, New Mexico, North Carolina, Ohio, South Carolina, Utah, Virginia, Wisconsin and Wyoming. If you live in one of those and stay there, every graduate table gives the same answer.
The MSN primary care NP list in full
The MSN table is the one most CUW nurse practitioner students read, since its label covers the primary care master's, the FNP and AGPCNP tracks. Our state guides, starting with Wisconsin, put each state's row in context. Three states in the Meets column below, Texas, Washington and North Dakota, change status in other tables, so a Meets here settles only the MSN.

Texas, Washington and North Dakota: the split states
Three states change status from one graduate table to the next, and CUW's nursing tables carry no footnote explaining why. Texas meets for the MSN and both DNPs but not for either CAGE certificate, even though the FNP and AGPCNP certificates run the same clinical courses as the MSN. North Dakota meets everywhere except the Post-MSN DNP.
Washington is the most tangled. The table marks it "Does Not Meet" for the Post-BSN to DNP and both certificates, yet CUW's Post-BSN to DNP page describes Washington approval for its FNP and AGPCNP tracks, and the PMHNP certificate page describes approval for Washington residents. Archived copies from May 2024 show North Dakota meeting for the Post-MSN DNP and Washington meeting for the Post-BSN to DNP.
If your program and state land in one of these splits, get the current answer from CUW admissions or the Graduate Clinical Coordinator in writing before you rely on it.
Programs with no table
The PMHNP MSN, the PMHNP DNP and the Direct Entry MSN all appear on the School of Nursing's program list, but none has a table on the disclosure page. The 2026-27 catalog files the PMHNP MSN on the same page as the "Master of Science in Nursing - Primary Care Nurse Practitioner," so CUW may intend the MSN table to cover it; the disclosure itself never says so, and the MSN table's label names primary care only.
For the PMHNP DNP and the Direct Entry MSN there is no signal either way. Meanwhile the page still carries a table for the Accelerated Second Degree BSN, which no longer appears in the catalog. Until the page catches up with the program list, ask CUW directly which states your new program meets, and keep the reply.
No table is not the same as "Meets": a PMHNP student should confirm their state with CUW before enrolling or moving.
How the page changed in 2024
The current two-column layout is fairly new. Archived copies from March 2023 through May 2024 show a third column, "Undetermined," and list every state under "Meets Requirements" for the BSN, the accelerated BSN, the MSN and both DNP tables. The August 14, 2024 copy is the first to place states under "Does Not Meet."
State limits used to live on the program pages too. CUW's archived 2024 MSN page named states it was not accepting new students from, including Alaska, Arizona, California, Kentucky, Louisiana, Maryland, New Jersey, New York, Oklahoma, Oregon, Pennsylvania, South Dakota and Tennessee, and sent Washington, D.C. students to Virginia for clinicals. Today CUW publishes no enrollment restriction by state of residence; the only stated limit is that F-1 visa holders cannot enroll in the online formats.
What CUW owes you if a state's status changes
The page closes by restating the federal duties behind it. If a program stops meeting a state's requirements, the school gives affected students individual notice within 14 calendar days, and students who enroll after receiving a disclosure sign an acknowledgment.
State authorization is a separate layer. CUW's 2024 online-programs page said CUW was approved to participate in the National Council for State Authorization Reciprocity Agreements, though the live disclosure page does not mention it. Wisconsin's Distance Learning Authorization Board, which handles reciprocity for the state, says it does not review requirements for clinical rotations, which is why the state rules on your RN license for clinicals still matter.

- Read the row for the state where you expect to be licensed. That is the state the disclosure speaks to.
- Check your clinical state on its own terms. A "meets" answer does not replace the state's own rules for programs based elsewhere.
- Ask about splits and blanks in writing. Texas, Washington, North Dakota and the three unlisted programs need CUW's current answer.

Questions CUW students ask
Does CUW's online MSN meet licensure requirements in California?
No. CUW's disclosure lists California under "Does Not Meet Requirements" for the MSN primary care NP, both DNP tables and both CAGE certificates. The RN to BSN table is the exception and lists California as meeting. If you live in California and are weighing an NP program, raise it with CUW admissions before you apply.
Is Texas approved for CUW's CAGE certificate?
CUW's table marks Texas "Does Not Meet" for both CAGE certificates, the FNP/AGPCNP and the PMHNP, while marking it "Meets" for the MSN primary care NP and both DNP programs. No footnote explains the gap. A Texas nurse considering the certificate should ask CUW admissions for a current written answer first.
Why is the PMHNP MSN missing from CUW's disclosure page?
The PMHNP MSN, PMHNP DNP and Direct Entry MSN are new in the 2026-27 catalog, and the disclosure tables have not changed since August 2024. The catalog places the PMHNP MSN on the primary care MSN page, so that table may be meant to cover it, but CUW does not say so. Confirm your state with admissions.
What if I move to a Does Not Meet state during the program?
The disclosure page restates the federal duty to notify students within 14 days when a program stops meeting a state's requirements, but it says nothing about students who relocate. Talk to your advisor and the Graduate Clinical Coordinator before the move, because both your future licensure state and your clinical state are affected.
Can I enroll in a CUW NP program from a Does Not Meet state?
CUW publishes no enrollment restriction by state of residence today. The disclosure speaks to licensure: finishing the program may not satisfy that state's board, and students who enroll after receiving a disclosure sign an acknowledgment under the federal rules. Ask admissions how that applies to you before you commit.
