The shift came in the table rather than on program pages. West Virginia was absent from the states CUW's archived 2022 and 2024 pages said it was not enrolling, and CUW's 2023 through May 2024 disclosure listed it as meeting for the master's and the two doctoral programs; only the August 2024 version reversed that. Board or commission: who has a say over graduate clinicals
West Virginia hands graduate programs to a different agency than you might expect. Its RN board keeps to pre-licensure education, where schools from elsewhere must apply for approval before their students set foot in West Virginia facilities, and it points advanced-degree programs toward two other bodies: their national accreditor and WVHEPC, the Higher Education Policy Commission.
The Commission's nursing office draws a two-part line. An out-of-state NP or other graduate program files with WVHEPC for West Virginia clinicals only when its university sits outside the NC-SARA reciprocity system, or when one site would host ten or more of its students. CUW's 2024 online-programs page reported approval to participate in NC-SARA; the current disclosure page does not mention it. Ask the Graduate Clinical Coordinator where CUW stands today, and see clinicals outside Wisconsin.
Which RN license a visiting graduate student holds
Here the Commission's guide is more direct than any CUW page. Where you live decides it. West Virginians train on a West Virginia RN license, while students living in another compact state may use that state's multistate license.
Compact status arrived for West Virginia and Wisconsin together, on January 19, 2018, so a Wisconsin resident's multistate license qualifies. APRN licensure is different: West Virginia is not among the APRN Compact's adopters, and that compact is still dormant. LPNs, for the record, have a board of their own. CUW's license rule is on your RN license for CUW clinicals.
Collaboration, systems and metros
AANP rates West Virginia reduced practice. For three years after an NP starts prescribing, a physician must be party to a collaborative agreement; Schedule II narcotics, meanwhile, come in three-day quantities at most. No preceptor incentive program shows up for West Virginia.
Among the large systems, Vandalia Health (the parent of CAMC along with Mon Health and Davis Health) sits beside WVU Medicine, with Marshall Health Network as another. Charleston and Morgantown are metros wholly inside the state. Two others cross borders: Huntington-Ashland takes in parts of Kentucky and Ohio, and Hagerstown-Martinsburg is shared with Maryland. Each system sets its own student rules.

Questions CUW students ask
Is CUW part of NC-SARA, and why does that matter in West Virginia?
An archived 2024 CUW page said yes, and West Virginia uses that membership as one trigger for requiring Commission approval of graduate clinicals. The live disclosure page does not mention SARA, so confirm CUW's current status before you count on it.
What happens to my license if I move to West Virginia mid-program?
Once West Virginia is your primary residence, the Commission's guide wants you holding West Virginia's own RN license for clinical work in the state, not another state's multistate license. Tell the Graduate Clinical Coordinator about a move early, and keep in mind that CUW lists West Virginia as not meeting requirements for its NP programs.
Is CUW's online FNP an option for West Virginia residents?
CUW posts no enrollment restriction by state, but its disclosure lists the MSN primary care NP, which covers the FNP, as not meeting West Virginia's requirements, and both DNPs and both certificates read the same. A West Virginian who wants to practice in the state should ask CUW for a written answer first.
Does CUW's PMHNP DNP list West Virginia?
No table exists for the PMHNP DNP or the MSN PMHNP on CUW's disclosure page, so neither program has a West Virginia entry. The PMHNP certificate does have a table, and it places West Virginia under Does Not Meet. PMHNP DNP students keep an unencumbered NP prescribing license; ask CUW in writing how West Virginia applies to you.
