New York and Concordia University Wisconsin's nurse practitioner programs
Concordia University Wisconsin puts New York in the "Does Not Meet Requirements" column of all five graduate nurse practitioner tables in its current disclosure, so the MSN FNP and AGPCNP, the DNPs and the CAGE certificates are not presented as a way into New York NP practice. New York also has one of the plainest rules anywhere for schools based elsewhere: the State Education Department must register or approve them before their students rotate in the state.

New York shows up on every older state list CUW published. The MSN pages archived in 2022 and August 2024, and the 2022 Post-MSN DNP page, counted New York among states CUW was not enrolling new students from, even when the disclosure itself still said "Meets" for the MSN and both DNPs. Since the August 2024 revision, the table and those notices point the same way. The disclosure explainer covers the change.
NYSED registration comes before any New York rotation
New York regulates nursing through the State Education Department (NYSED), specifically its Office of the Professions, with the State Board for Nursing. Its FAQ is blunt: before a nursing school located outside New York, or teaching online, sends a single student to a New York clinical rotation, NYSED must have registered or approved it. The lone carve-out covers federal facilities run by the VA or the armed forces, and for an NP student, registration attaches to the NP program itself.
The NP guidance goes further. NYSED warns that NP clinical rotations in New York by a student whose program it has not registered "could also be illegal." A licensed-profession placement also counts as physical presence for NYSED's college-evaluation office, and it holds SARA members to the same prior sign-off, or a formal exemption, from the Office of the Professions. NYSED will confirm a program's registration status on request; ask the Graduate Clinical Coordinator whether CUW has ever pursued it.
Practice and preceptors in New York
Full practice, in AANP's grading, but with a threshold: NPs short of 3,600 practice hours work under two documents shared with a collaborating physician, a written practice agreement and a set of protocols. No New York preceptor incentive appears in the record.
Northwell Health and Mount Sinai Health System rank among the state's large systems, as do NewYork-Presbyterian and NYC Health + Hospitals; in Rochester, UR Medicine (the University of Rochester's medical center) fills that role. About thirteen million of the state's residents fall within the New York-Newark-Jersey City metro, Buffalo-Cheektowaga and Rochester each top a million, and Albany-Schenectady-Troy comes close. None of these systems publishes a link to CUW.
A license that stays inside New York
No compact, then or now: New York is not a member, and the compact's map shows no legislation in the works. A nurse arriving with a multistate license from Wisconsin, New Jersey or Pennsylvania follows NYSED's endorsement checklist like anyone else licensed out of state. There is no New York APRN Compact statute either.
The reverse matters for residents: a New York RN license is single-state, so clinicals in a compact state usually mean a second license question. CUW's program-wide rule, an unencumbered RN license throughout, is on RN license for clinicals.

A New York nurse moving to a state where CUW lists the program, Ohio or North Carolina for instance, should sort out the new state's RN license early, since a New York license carries no multistate privilege. Questions CUW students ask
Can I do CUW's online FNP program while living in New York?
CUW's current pages publish no enrollment ban by state, but its archived MSN pages did exclude New York, and today's disclosure lists New York as not meeting requirements for the MSN primary care NP table. CUW is not presenting the FNP as a route to New York NP practice. Get CUW admissions' current answer in writing.
Can I do NP clinical hours in New York through an out-of-state school?
Only through an NP program NYSED has registered. Otherwise NYSED warns the rotations could be illegal, with a narrow exception for federal VA and Armed Forces facilities that does nothing to change CUW's licensure row. Ask the Graduate Clinical Coordinator about registration before building any New York plan.
Does a Wisconsin multistate license let me practice in New York?
No. Holding a Wisconsin multistate license changes nothing in New York, which has not joined the compact and has nothing pending toward it. Practicing there takes a New York license, and NYSED's Office of the Professions lists the steps for licensure by endorsement.
Why did CUW's New York status look different in 2023?
The disclosure layout in use before August 2024 listed every state as Meets for the MSN and both DNPs. CUW's MSN program pages at the time told a different story, naming New York among states excluded from new enrollment. The two sources have agreed since the August 2024 update.
