Vermont and Concordia University Wisconsin's online NP programs
Vermont appears in the not-meeting column of all five graduate NP tables in Concordia University Wisconsin's disclosure. If a Vermont NP license is the goal, settle that with CUW before anything else. This guide gives Vermont's row, a preceptor rule stricter than CUW's archived one, a rulebook that says little about schools from elsewhere, and the New Hampshire option across the river.

Vermont, table by table
Vermont's graduate answers are uniform, and the online RN to BSN matches them. The traditional and accelerated BSN tables, which include every state, are the only places Vermont appears under Meets.

Vermont's status changed quietly. It never appeared on the lists of states CUW's archived 2022 and 2024 program pages said it was not accepting, and the disclosure from 2023 through May 2024 rated Vermont as meeting on the MSN, Post-BSN DNP and Post-MSN DNP tables. Who may precept an APRN student in Vermont
Vermont is precise about preceptors. Two kinds of clinician qualify under its Board of Nursing FAQ, APRNs and physicians, and each must hold a current, unencumbered Vermont license, have worked in your role and population focus, and keep a direct working line to your program's faculty. PAs, by the same FAQ, may not take APRN students.
That last point cuts against CUW's own history. CUW's 2014-15 NP clinical handbook counted PAs among acceptable preceptors, so a PA who might precept a CUW student elsewhere is off the list on Vermont soil. Current CUW criteria come from the Graduate Clinical Coordinator; the dated versions sit on preceptor requirements.
A rulebook with little to say about outside schools
Vermont's Board rules, in force since May 11, 2023, forbid conducting a nursing education program in the state without Board approval, with one carve-out for online-only programs the Vermont Agency of Education has approved. On the narrower question of an out-of-state school sending a student to a Vermont clinic, nothing on record in Vermont's rules, FAQs or statutes gives an answer.
A second gap concerns the student. Vermont's licensing statute (26 V.S.A. 1583(2)) shields practice that is part of a student's study, but its wording reaches Board-approved programs, which leaves open how it treats a student whose program was approved in another state. Take both points to the Graduate Clinical Coordinator along with CUW's catalog rule on clinicals outside Wisconsin.
Practice, places and licenses
AANP lists Vermont as full practice with a starter period: until an NP has 24 months and 2,400 hours of practice, a Vermont-licensed physician or APRN must sign on as collaborator. The census counts Burlington-South Burlington as Vermont's metro area, with Rutland and the Lebanon-Claremont area, which it shares with New Hampshire, as smaller micropolitan ones. University of Vermont Health, the umbrella over the UVM Medical Center and two smaller hospitals, is one big name; a Rutland hospital, Rutland Regional Medical Center, is another, and in the southwest corner Southwestern Vermont Medical Center answers to New Hampshire-based Dartmouth Health.
Vermont has been a compact state only since February 1, 2022, and its Rule 4.1 spares a nurse holding another compact state's multistate license from getting a Vermont license until Vermont becomes that nurse's primary residence. No APRN Compact law exists in Vermont. The state's FY2023 preceptor grants were a one-time appropriation limited to Vermont programs' students.

New Hampshire meets in all five CUW NP tables, while New York and Massachusetts share Vermont's Does Not Meet answer. Because the Lebanon-Claremont area straddles the Connecticut River, some Vermont nurses already live within reach of New Hampshire practices.

Questions CUW students ask
Does CUW's MSN lead to an NP license in Vermont?
CUW's disclosure says the MSN primary care NP table, covering the FNP and AGPCNP tracks, does not meet Vermont's requirements, and both DNPs and both certificates say the same. Vermonters aiming for a Vermont NP license should get CUW's written answer before they enroll.
Is a PA an acceptable preceptor for a CUW NP student in Vermont?
Not for training done in Vermont. The Vermont Board's FAQ reserves APRN-student precepting for APRNs and physicians licensed in Vermont with matching role and population experience. That is narrower than CUW's archived 2014-15 handbook, where PAs appeared on the list.
Could Vermont's nurse preceptor grant pay my preceptor?
Unlikely. Act 183 of 2022 paid for the grants a single time, in fiscal year 2023, and aimed them at critical access hospital nurses teaching students of Vermont's own schools. Nothing shows the money continuing past that year, and a CUW student's preceptor would not have fit its terms.
Does a CUW student need a Vermont-issued RN license?
Vermont's Rule 4.1 lets a nurse with another compact state's multistate license practice without a Vermont license unless Vermont becomes the primary residence. Whether student clinical work fits the statutory student exemption, written for Board-approved programs, is a question for the Vermont Board and CUW's Graduate Clinical Coordinator.
