Delaware nurses and Concordia University Wisconsin
Concordia University Wisconsin gives Delaware two different answers. Its graduate nurse practitioner tables, MSN through CAGE, all file Delaware under "Does Not Meet Requirements," yet the online RN to BSN meets. Delaware's regulators add a wrinkle of their own: visiting schools owe the Board of Nursing advance notice, with a stack of documents, before any Delaware clinical site hosts their students.

Delaware in CUW's disclosure tables
Each graduate row is a statement about licensure: CUW is not presenting its FNP, AGPCNP, DNP or certificate programs as meeting Delaware's requirements, so a nurse aiming for a Delaware APRN license should not count on one of them to get there. The RN to BSN row points the other way, which makes CUW's bachelor's completion the program the table supports for a Delaware RN. The PMHNP programs have no row; ask CUW admissions. Before August 2024 the MSN and DNP tables showed Delaware as meeting, and the licensure disclosure page tracks that change.

Delaware's notice rule for schools from elsewhere
The Board of Nursing sits within Delaware's Division of Professional Regulation, and its expectations for out-of-state schools are unusually specific. Notice comes first, before any Delaware clinical site is used. With it, the Board wants proof that the home-state board or a national accreditor approves the program, a copy of each clinical agency agreement, the program's written criteria for clinical faculty and preceptors, who those faculty and preceptors are, site by site, and copies of their licenses, Delaware-issued or multistate.
Each clinical facility also has to be cleared by the Board, on school-submitted forms, ahead of student assignments, and Board staff can inspect in person. Because the text speaks of all nursing education programs, graduate and RN to BSN study included, a CUW RN to BSN student planning hours at a Delaware employer should ask CUW whether that notice exists.
Full practice, a plain preceptor definition and Delaware's systems
On AANP's map, Delaware NPs hold full practice authority. The Board's definition of a preceptor is brief (a valid license and a bachelor's degree in nursing or beyond), and online programs teaching in Delaware facilities must use instructors and preceptors whose license or privilege sits at the student's intended level or higher. Population clusters in three census areas: Wilmington's piece of the greater Philadelphia metro, Dover, and Seaford down in the south. Names NP students there will recognize include ChristianaCare, Bayhealth, Nemours Children's Health (a pediatric system spanning several states, whose Delaware hospital is in Wilmington) and Beebe Healthcare. Expect a separate student process at each.
A member of both compacts
Delaware's compact implementation date, January 19, 2018, matches Wisconsin's, so a Wisconsin multistate RN license brings an RN privilege into Delaware. Delaware then went a step further than most and enacted the APRN Compact, signed on August 4, 2021. That second compact stays dormant until seven states have enacted it, and even once it runs it will speak to APRN licenses, not to the disclosure's answer for CUW's programs. Does Delaware's notice rule apply to online graduate nursing programs?
Its wording covers all nursing education programs, so graduate study is not set aside. Ahead of using a Delaware facility, a school hands the Board its notice along with approval proof, agency agreements, its faculty and preceptor criteria, names and sites, and license copies. Ask CUW whether anything has been filed for your site.
Is the APRN Compact in effect in Delaware yet?
Delaware enacted it in 2021, but the compact only switches on after seven states have enacted it, and the sources we track show that threshold not yet reached. Until then it grants no multistate APRN privilege. Either way, it would not alter CUW's Does Not Meet listing for Delaware, which is about whether CUW's programs satisfy the state's licensure requirements.
Can a Delaware RN take CUW's online RN to BSN?
Delaware shows Meets in the RN to BSN table even though every graduate table says the opposite. You would keep working as an RN throughout, and CUW ties the program's clinical experience to your workplace, with NURS 3540 Population Health covering community-based nursing. Who counts as a preceptor under Delaware's nursing rules?
Delaware's short definition: a validly licensed nurse whose education runs to a bachelor's in nursing or beyond. For online programs working in Delaware facilities, preceptors also need a license or privilege at the student's target level or above. The notice a school gives the Board lists each preceptor, site and license.
