Studying with CUW from Utah: the table, the state rule, the preceptor

What Utah asks of a Wisconsin-based program
Rule R156-31b-609 in Utah's administrative code is aimed at nursing schools headquartered outside Utah that want students training in a Utah agency or institution. Two bodies must be satisfied first: the Division of Professional Licensing and the state's nursing board, whose full name also covers certified nurse midwives. Graduate NP programs get no separate carve-out in its wording.
Conditions the program itself carries
- Home-state credentials: a green light from the board where the school is based, and accreditation through a nursing body on the federal list.
- Faculty it employs directly, attached to a higher-education institution; any who oversee students in person need a license from Utah or another compact member.
- A plan describing how it picks and monitors preceptors, faculty and sites.
- An annual filing due each August 1 that gives Utah's board a tally of its students at Utah facilities, attests to the licenses its in-person teachers hold, and shows accreditation is current.
None of CUW's public pages mention a Utah filing. Raise it with the Graduate Clinical Coordinator while a Utah site is still only a candidate, and see clinicals outside Wisconsin for the eligibility check CUW's catalog assigns to you.
Preceptors and practice settings along the Wasatch Front
AANP lists Utah among its full practice states, so the nurse practitioners you call carry their own patient panels with no physician agreement required. Utah layers a licensing condition over any preceptor an out-of-state school uses: the preceptor's license must be current and clean, issued by Utah or by a state that belongs to the Nurse Licensure Compact. CUW's own preceptor standards still apply.
The Wasatch Front holds most of the demand. Students tend to work outward from the Salt Lake City-Murray metro, north toward Ogden and south into the Provo-Orem-Lehi area, while St. George anchors the southwest corner. Clinics there belong to many owners, Intermountain Health and University of Utah Health among them, plus the MountainStar hospitals under HCA; each keeps its own student intake, and none is described here as a CUW partner. FNP and AGPCNP hours go in primary care settings.
Licensing: compact since 2018, APRN Compact on the books
Utah and Wisconsin share a compact start date, January 19, 2018, and both honor multistate RN licenses. A multistate license from any party state therefore lets you work as an RN in Utah. CUW requires an unencumbered RN license throughout; whether you also need one where you train is a question for the Graduate Clinical Coordinator, and the RN license guide covers it.
Utah's legislature also adopted the APRN Compact, with the governor's signature on March 24, 2022. It sits dormant until seven states have joined, so NP licensure in Utah still works one state at a time.

Questions CUW students ask
Can I complete CUW's online FNP program while living in Utah?
Utah appears under Meets Requirements in CUW's current disclosure for the MSN primary care NP, the table that covers both the FNP and AGPCNP tracks. You still secure your own preceptors, CUW's graduate faculty still approve them, and Utah's out-of-state program rule still reaches any Utah site.
Is CUW's RN to BSN approved for Utah?
CUW's RN to BSN table puts Utah in the Does Not Meet column, even though all five graduate NP tables list Utah as meeting. If you plan the bachelor's first, raise it with CUW admissions before you enroll, since one state gets two different answers here.
Does my Utah preceptor need a Utah-issued license?
Not necessarily a Utah one. For preceptors used by an out-of-state program, Utah accepts a current license from Utah itself or from any compact member state. After that, CUW's graduate faculty approve each preceptor against CUW's own bar, board certification included.
Who files Utah's August 1 report?
The school does. Its yearly report gives a head count of students sent to Utah facilities, affirms that on-site faculty and preceptors hold licenses from Utah or a compact member, and shows accreditation. You never file it, but it is a reason to name a Utah site to CUW early.
